The RAY scheme has been launched with the mission of improving and provisioning for housing, basic civic infrastructure and social amenities in intervened slums. It also enables reforms to address some of the causes leading to creation of slums facilitates a supportive environment for expanding institutional credit linkages for the urban poor and institutionalising mechanisms for prevention of slums creating affordable housing stock.

To address civic infrastructure and social amenities problems of slums, to facilitate credit linkages for the urban poor


The scheme is applicable to all cities/Urban Agglomerations (UAs). The selection of beneficiaries under the scheme will be made by states in consultation with the Centre.

The cities/UAs covered by the preparatory phase of RAY are automatically included in the implementation phase of RAY.



RAY will provide financial support to States/UTs/Urban Local Bodies (ULBs)/Central Government agencies called implementing agencies, for providing housing and improvement of basic civic infrastructure and social amenities in each selected slum. Rental and transit housing will be admissible under the scheme. Operation and maintenance (O&M) of assets created under this scheme will also be eligible for funding.
